China and India are cutting polution much faster than expected under the paris agreement.
in the past China didn't care but now that they are facing the consequences of very polluted rivers and extremely poor air quality they are quickly becoming the leaders of renewable energy.

Is a Poluted United States needed for republicans to care just like the Chinese and consrvative indian parties did?

The kind of pollution affecting China and India is different from the CO2 emissions the USA is king of, we "mostly" don't deal with those problems anymore.
