1) Someone is unaware they're about to hit you.
2) Someone isn't going when they're stopped and supposed to go (give them at least a few seconds and even then, just use a light tap, not a long obnoxious honk).
3) You're passing by a friend. (just a quick beep beep)

Drivers who abuse their horn are the worst.

4) you see an attractive woman

I saw an episode of cops where these kids got in trouble for honking at one of their friends. The cops found marijuana and one of the coolest looking pipes I've ever seen.

In inform your would-be passengers you've arrived.
(Seriously someone in my neighborhood does this every morning. I may literally beat them to death.)

The person in front of you isn't going, and can't. Ie can't get all the way through the intersection or is obviously in the wrong lane and trying to turn.

If you end up in this situation and you're holding up traffic, you damn well better continue on and turn around when you can. I don't have time for you failing to get into the correct lane in advance when it's busy.

I honk at people who don't use their turn signal to make a 90 degree turn. I honk when somebody doesn't go and I can see they're on the phone. I honk when somebody gets in the turning lane 90% and still obstructs my lane. I honk when somebody is backing out in a parking lot and not checking their fucking mirror.

if they do that too early or late, you can file a noise complaint within the city through the non-emergency number. does require the license plate number and every occurrence if that particular car is doing it. can't do much in the day between certain hours.

Yesterday on the interstate, someone decided to merge into my lane without a signal. Considering they nearly merged with the hood of my car, I'd say that was a pretty damned justifiable use of the horn.

It's not even pettiness, it's corrective behavior.
