It's real simple actually; monuments are meant to commemorate important times in a country's history that also reflect the collective values and beliefs of the culture. Most people don't value things like owning slaves or cessation anymore, so it makes sense to take them down. Historical pieces, however, belong in museums, which is where they generally put things with historical content.
