I think Riddler is potentially the best. One thing Joker really has going for him though is excellent portrayals in other media. Other Batman villains don't have as many.

Mr. Freeze was great in The Animated Series, but then something happened about 20 years ago which set him back indefinitely.

To some extent, I appreciated the character even more as an adult after finding out that he was based on Lon Chaney Sr.

At least in The Animated Series. I have no clue about his alias or origins in the comics themselves.

The best Batman villain would probably be more of a crime boss figure, like the Penguin. Scarecrow is really too marginal. I like the character, but I wouldn't put him over Joker, Penguin, Riddler, Bane, or Two-Face.

I don't really care for the Penguin because the name and persona just seem diminutive. Granted, Penguins are fucking vicious when they fight. But a guy in a dinner jacket with a long nose and a bird fixation is as bad a concept as something like Egghead. I love Burgess Meredith and Vincent Price, but those are some throwaway characters.

I liked Danny DeVito's take on the character though. Making him into an urban legend made the name work to his advantage rather than his disadvantage. The character also comes across like the personification of depression and I think that has more depth than a mobster with a bird fixation.

To be fair, some of the real life gangsters had bird fixations. Owney Madden kept pigeons of all things. But nobody called him "The Pigeon." His nickname was "The Killer."
