in Quebec, it's legal on most streets except when there is an indication that you can't do that.

I thought you could anywhere unless there was a sign.

Additionally, you should be able to turn left on a red light if you're going from a one way onto another one way.

In Ontario, right turns on red is the norm unless a sign says otherwise. Basic rule is to essentially treat it as a stop sign where you yield to any other cars before you can turn in.
