Taxes exist because not many would willingly give up some of their pay every week for the rest of their lives for everyone one else.

Or the crime of murder exists because people would do it (more) if it wasn't illegal.

Our species has lived on earth for at least 200,000 years

Hammurabi's code (one of the first written laws that we know of) is around 4,000 years old


So 98% of our species existence was without 'law and order'

The badness you speak of isn't an intrinsic part of human nature, it's derived from civilization

I can agree that some problems come forth with civilization but I don't agree they aren't intrinsic, they're revealed as intrinsic by the creation of the state. The same tribal mentality was always there. Warfare, violence and strife were very common by looking at archeology from before written records.
