If it passes, it basically gives ISPs the right to charge premiums/have "DLC" for the internet, along with blackmail website owners.

They could also charge companies fees to provide their users the "best access", i.e. a news site having its speed artificially lowered if that site doesnt pay the specific isp a monthly fee, making the experience shit for the users

There is no benefit to this over the current net neutral system. Speeds will be lowered for those who dont pay, the speeds wont be increased for those who do pay.

ISPs don't compete in many markets and even in ones they do there is very little choice.

Edit: Just like insurance. The biggest problem with the ACA was there was no national choice like the Public Option to compete.

That doesn't work under a oligopoly though, which is one reason why there's so much support for net neutrality. There's a lot of people who don't even have much options to choose from to start with. It would only work if there was more smaller ISP companies to compete against.

in a word: no

as more and more data was being used on the internet, the bandwidth requirements became such that ISPs were seeking deals from companies to pay to run at full speed. netflix was the big example, but there were others too, and now many sites use bandwidth at netflix levels.

It's like paying for cable. Buying different packages gives you access to different shows. So the premium package might give you access to YouTube, Netflix, Hulu and Google & have a data cap and the gold super deluxe package gives you access to everything with unlimited data. I'm guessing if you buy the cheapest one then your internet will run at dial up speeds and the highest one will be at our current fiber optic speeds.

That's exactly how Comcast, my ISP is now. The more money you pay, the faster your speed is. The only change I see is the data cap, and as much as I hate it, it makes sense. If you don't spend enough money on your electric bill, your electricity gets shut off. Isn't this the same thing?

Don't our phones do this already?

You're paying Comcast for access to the internet, which allows you to go to netflix.com
You're paying Netflix $5 a month to be able to stream videos from them
You're not paying Comcast an additional charge to unlock netflix.com because they're not allowed to do that

The last part is what could be allowed.
