Thy should. There are so many Japanese games out there. It would be nice to be able to like.... tell newcomers to games to look for "*insert Japanese text here*" to navigate a menu. It would have helped when I was on Yakuza 3's board back in the day where all of us worked together to get a Platinum in the Japanese version far before it was released in America.
(Answer X Answer for example. That would have been a HELL of a lot easier if we could have talked about it.)

It most likely has to do with the database encoding. Encodings only allow for certain characters.

In order to support unicode, you have to use nvarchar / nchar / ntext which take up twice as much space as their non-n counterparts (varchar / char / text)

in addition to taking up twice as much space, it slows down searching dramatically as when searching, each character has two bytes worth of comparison instead of just one.
