Why single out the drunk drivers? They usually drive as well as anyone else on the road. They shouldn't have special rules.

they make devices you have to blow into before your car will turn on. If the BAC is too high, it won't turn on.

It's a common condition to get one if you're on DWI probation.

I've know people who never had a DWI whose family installed them simply because the person was an alcoholic.

On foot is still illegal. At least in Virginia.

That's still discretionary. Many cops would drop you off or call somebody. I think you'd have to be dangerously drunk (like need your stomach pumped drunk) to get that charge.

Basically, they're not going to just randomly breathalyzer somebody for no reason. Same deal with a DUAI (under the limit but still drunk by the cop's standards). You don't get breathalyzered for no reason.
