Zombies are also an ever present threat. There's no way to feasibly kill them all because new ones form literally everyday because people die every day. And if the human population plans on reproducing, then it's always going to be a problem. The only way to get rid of the walker threat is for humanity to literally go extinct. Then there's also the general idea that people didn't even know what the fuck was going on when the outbreak first occurred. There's likely a fail safe where the plant shuts down and no explosion occurs.
