The game first comes up with a random powerup order heirarchy, then makes a randomly generated world within the constraints allowed by that order.

So for example, maybe there's a double jump powerup, a wall breaker power up and a skeleton key, and the game decides double jump first, then the others in either order.

First it puts the double jump powerup somewhere easy to get to, then it puts the wall breaker and the skeleton key behind high ledges, and puts the final boss behind a breakable wall behind a locked door.

When it places a power-up/final boss, it always makes sure there's a feasible path to it where there's no requirement for upgrades that come later in the hierarchy.

Seems complex to program without making most generations either too easy or too bullshit. But if they made it work sure

I've played randomizers for super metroid, prime1 and prime2 and found them all very fun. I think part of this though is because I know the layout of the map and challenge comes from navigating a familiar area with an unusual or unfamiliar set of tools. I'm not sure a completely random map would have the same charm

I'd probably still play it though

I've played the Legend of Zelda randomizer and had some fun with it.

That said, the hierarchy of power-ups for Metroid games still puts enough limits on the gameplay that most experiences won't be radically different. Just swapping a few corridors or tunnel combinations is only mildly random. If you've mastered a game like Super Metroid, any randomizer will be trivially easy.

I mean, I'd probably play it, but it won't be a replication of a genuine experience. A good game to use as the basis for something like this would be Axiom Verge, BTW.

I don't think it changes the order of power-ups though. It's pretty much a hybrid of roguelikes and Metroidvanias.
