Like a conventional war such as WW1 or 2.
Everyday citizens from each side could converse with each other, which would really affect propaganda for one thing. It would be hard to demonize your enemy. The antiwar movement around wwi often made a similar argument. The working classes of each nation - those who would actually fight the war - had no reason to oppose each other.
