wikipedia estimates that the meteor that caused the Cretaceous–Paleogene extinction event was 4.0*10^23J, or ~over 100 trillion tons of tnt. so at the very least it would cause mass extinction. but it would need to be about 10 magnitudes larger to come close to blowing up the earth ... 1 billion megatons of TNT would be, on the scale of pure force, an order of magnitude stronger than the Chicxulub impact that killed the dinosaurs. The surface of the Earth would be scoured clean. The atmosphere may or may not be entirely blown away (I'm too drunk to find the math for it). The Earth itself would remain intact but a gargantuan hole would be where the TNT was.
