It really wouldn't be any cheaper at all.

Item costs $3. Introduce haggling. Store raises price to $5, anticipating your haggling. If you haggle down to $4, you've spent an extra dollar. If you haggle down to $2.99, they won't sell it.

No country in the West has haggling and it's for the best

When it's kids, it's "bullying" but if it were adults, it's stalking, harassment, assault, criminal threats and just general abuse. -Tmk

We somewhat do. Outside of major retail stores, you can haggle for most things.

I get annoyed when I accidentally pick the slow line at checkout. I don't need any haggling nonsense.

I wouldn't say pawn shops. It only appears that way. No matter what they won't give you a real deal in your favor, so it's one sided.

Short list of things I've haggled for:

Car
Mattress
Furniture
Cable bill (Verizon -- negotiated my rate down every few months)
Medical bills
Dental bills
Goods at a farmer's market (food and some crafts)
Taxi charges
Custom clothing

Pretty much any place where you're talking to the owner, and not some retail worker, you can negotiate. Even in cases where you are talking to a worker, like at car/furniture dealers or cable companies, you can negotiate your rates.

I've literally paid for dental services with in-kind work

put up a backsplash and did some other tile work for a dentist to get my wisdom teeth removed
