Seems fair to me. NY is trying to invest in young people to make their state have more educated workers and they want the benefit of it.

If you leave state the scholarship turns into a loan.

Oh, you're referring to me? Nah, I've been done with undergrad for almost a decade. I'm pissed because my taxes will increase even further to fund this and at the same time have a negative impact on the NY economy and work force. Especially downstate. NY has upped the nickle and diming very heavily in the past 3-4 years and it's only getting worse.

By forcing people to stay just puts a strain because jobs are already hard to come by and people are fleeing. People will have free college but no jobs.

They really need to legalize weed already to fund these things instead of putting the burden on taxpayers. Can't believe NY of all places is this ass backwards.

This is a good idea. Maybe over time states can come to an agreement. Like if California and New York has the same loan/grant then graduates can go to etiher of those states and work so its not so much strain and competition in one state.

...But that could probably go south real quick too.

Only if families who make over 125k have to pay a % of tuition only on the amount they make over 125k. Like if the family makes 150k it only has to pay 5% of tuition or something

Otherwise how is it fair that a family making 124k gets free tuition but a family making 126k has to pay full tuition?
