The Witcher 3 even plays significantly better now than it did at launch.

I guess this is the thing now huh. At least they are generally fixed or completed?

It was prevalent even back then even without online patches. It just seems more noticeable now because of being able to patch things more easily.

These games aren't just performance patches or something minor. They're updating gameplay mechanics and sometimes adding further content.

Games have longer and longer development cycles these days. Sometimes it's financially impossible to not release a game, even if it needs more work. That's why after (or even before) a game goes gold, devs are trying their hardest to fix whatever they can.

Don't blame devs, blame the increasing costs of developing games, the static price point of games, and greedy publishers trying to push as many games as they can regardless if they're ready or not.

Sure and I get that. That's why I didn't add stuff like Overwatch.

But the reception for the game seemed pretty mediocre at first and started to grow as time went on. To be fair I was tossing up including it because of the online focus.
