It's not a higher tier, but IMO it would be a favorite. I think GameFAQs regulars are pretty "reflective" voters, and the one time we were presented with a contest that asked us to think a bit deeper before voting (Rivals), we got results like Scorpion and Sub-Zero obliterating a character who'd have smacked either of them in a 1v1.

I think voters actually will take the quality of the entire year into consideration, and no single year will be more aided than 2001, which is loaded from top to bottom. Even if you remove its two anchors, its B-Team can probably clean out most of the bracket by itself, with games across all genres that appeal to everyone.

While I do feel like voters will try to vote for a year as a whole rather than focusing on a single game, unless the 5th or 6th strongest game in a year is still a heavy hitter, I don't think they will help that much. There are years like 1995 that are super reliant on a single game (Chrono Trigger) and may come off as being shallow. However, 1994 isn't like that. FF6 and SM will have backup from MMX, DKC and Sonic 3. I don't think voters will look at 1994 and come away with the impression that it was a shallow year.
