If those with power can't get what they want with it, they'll find another way to get it. Which means they'll sell their power for wealth. If those with power can just get whatever they want

1) Everyone will want it so the best will somehow rise to the position
2) There was a balance of power among positions to ensure no single person can get control

of course this opens up a whole other can of worms, but I think in the end it'd work out better. as long as the elections could remain fair. but how likely is that >.>
