Was it with the introduction of Save My contests? Or was it when people started talking about Board 8 Chat? What about when site contests became an almost annual affair? Or when one of the better users, SDR, got banned and didn't come back? Or after Brawl was released and the Melee fanbase became the worst in gaming?
For me it was when the UUL died. That was my favorite thing about B8 back then. There were other fun things too, but it seemed like they all stopped around the same time.
The Save My contests are actually what keep me here now because the participants are a fun group.

id say around 2008. The peak years were 02 to about 06. The internet has changed, these types of message boards are going out of style. Facebook and social media in general kinda halted growth of sites like these. Reddit and youtube are other examples.
Not that i hate those sites, but it has changed the former largest internet communities like a gamefaqs, or tribal war, etc. Eventually it will change again too
