Now that I think of it, we can do basically the same thing Ayvuir proposed but with 20. Get one of Argentina, Bulgaria, Slovakia, Ukraine to make 20, then do four round robin brackets of five. Top two in each advance to an 8-man, single elim playoff. That doesn't cut any of the existing teams out and people get to see their favorite teams in multiple matches.
