Friend showed me a video about an undercover reporter filming cops, and was questioning the legality of filming them on duty(legal as long as they are aware), but it was my understanding that protection extended to everyone - filming people in secret is illegal, is it not?

Depends. Officers are public protectors, but many states have passed laws explicitly banning the recording of cops, even in public. It varies by state, basically.

I did hear about it, but that wasn't a cut and dry situation. There was a decent amount of instigation, and little evidence of officers stopping people filming without provocation.
