Essentially, it's the current attempt to overhaul copyright law in Canada.

It just reached the end of committee, so we're pretty close to the end of when amendments can be made to it. The Conservatives will likely push it through (they've been keen on this for a long while), so you should probably make some effort to make your opposition known soon.

tl;dr version. The actual part dealing with copyright is good and gives you many rights (parody, to transcribe to a different format for a hearing or visually impaired, education, mashups that don't infringe on profit). The part NOT dealing with copyright basically states that for anything with a digital lock ("technological protection measure" as mentioned in the bill), you have no rights because you aren't able to bypass the lock in any way. (as a fun side effect I think this makes basically any media player on Windows other than WMP illegal)

Of course, that effectively means you have no rights on anything with DRM on it. Canadians at best have minimal input into whether stuff gets released with DRM or not, so we should be pretty damn concerned about stuff like that.

I'd personally send an email advocating the removal of the provisions on digital locks (or at least, to not make it a penalty to bypass the lock for non-infringing purposes) to the Minister of Industry:

Common Misconceptions:

Bill C-11 is not the equivalent of PIPA or SOPA. It's stupid, but not brain-dead levels of stupid those were. I have enough confidence in the government to believe they would not be pressured into something so utterly ineffective and abusable. Bill C-11 is closer to the DMCA.
