Yes Sagat! The SFIV story confuses me a bit, because from what I know it seems like everyone beat a Seth, but Bison beat the right Seth and won the tournament. But how did so many people reach the finals? So tough to extrapolate the results.

Sagat is awesome for being who he is, and has actual character development as opposed to most of the cast who rehash the same motivations to do basically the same thing. Yeah he wants Ryu, but along the way he learns things and different and better motivations. There also doesn't appear to be a clean loss on his record; his losses are always surrounded by ridiculous circumstance. In a story-vacuum, I don't think peak Sagat loses to anyone except maybe ultimate Bison. There's just so many reasons to love him but he always gets overshadowed by the Shotos, Chun-Lis, and Guiles of the world. So sad. <3<3<3 Sagat.

Oh, that one is easy.

Seth had an army of Seths that were created by the SIN scientists to be one of Bison's new bodies and among his mindless army (think The Dolls), but he's the only one who had sentience (like Cammy). So when they do make it to the SIN HQ, they are attacked by one of the Seths (the ones you fight in Arcade mode!) and you defeat one of them. So it's not that everyone makes it to the finals so much as many people make it to the SIN HQ and only so many of them actually fight a Seth.

I wouldn't put Sagat at the top simply because Capcom retconned some of his character development by making him a guy who struggled with being bitter for a while but never ended up giving into it. Then he just becomes...well some guy who's now lost his primary reason for existing: Revenge against Ryu for scarring him, and he becomes kinda boring.
