Just played through the whole game last night, and holy s***, that final boss was a complete train wreck. Your success or failure seems almost completely based on luck, and they did a terrible job explaining anything about the fight. Why should I "switch with the triangle button"? I see that it shifts the perspective, but what good does that do? Does that attack that slows down time for a few seconds serve any actual purpose? When I press X the other Sonic shoots forward, but does that actually do anything, because it doesn't seem to? Why do the friends insist on telling me that those yellow missiles will home in on me every ten seconds? Did they even playtest to realize that because of the huge-ass boss in the middle of the screen for most of the time, you usually can't even see the upcoming rings until they're way too close for you to be able to reach in time?

Yeah the whole thing is a colossal mess. Really just dumb in every way, from the friends constantly telling you the same s*** over and over - and you can't turn them off either - to the dodgy camera and trhe Bayonetta-esque clusterf*** of special effects onscreen making it hard to distinguish what's an attack and what isn't...lame.
The 2d section I think can help to get you more rings and to help dodge the lazer attack he uses. But you should be able to get enough rings without it and the lazer attack is still dodgeable anyway.
But yeah, dumb dumb dumb. One of the biggest discrepancies between "quality of game" and "quality of final boss" I've ever seen.

Oh, something else--if I basically have to hold down the square button the entire fight in order to reach the boss, why not just make it so I'm always going that speed, and don't force me to press the button at all?
It's like the developers did the bare minimum to get the last boss working and then forgot about it.
I'm ashamed I had to look up a guide on what to do when the solution turned out to be "hold boost until you win, even if it doesn't look like it's doing anything".
