I have exactly 560 MS points right now, so I could get any of the mission add-on packs aside from the Lair of the Shadow Broker. Which one is the best? I heard Kasumi one was pretty good, so should I get that one?
I'd get Zaeed > Kasumi > Lair > Arrival in that order. Aside from Lair to Arrival is a solid climb in quality, but Arrival is best saved for last since it ties so well into ME3.
If that doesn't necessarily answer your question then you just need to get more MS points.

Zaeed is free IIRC, and you're forgetting Overlord.
In terms of quality, Shadow Broker > Kasumi > Overlord > Arrival. If you can't get Shadow Broker, then get Kasumi unless you've already beaten the game. At that point I'm not sure if getting another character is worth it, even though Kasumi is a top 5 character and her mission is pretty sweet.

If you like the game at all you should get the others. They're all good except for Arrival.

Kasumi's loyalty mission is great, but it's only one mission, so unless you've still got stuff to do that you can take her along for, you're better off getting a mission pack.
Of the two mission packs you can afford, Overlord is the best. Arrival is only really worth getting if you want to see the whole plot, since the mission is fairly basic but it sets up the beginning of ME3.
