They decide to make Ghost super-effective against Psychic but only provide 2 ghost attacks...lick (which is extraordinarily weak) and night shade (which doesn't have weakness bonus), and then to make things worse for it, give it the most useless type in the game: Poison, and even worse than that give it no poison attacks!

Gengar was still very good despite that. Even when he got Special Shadow Ball, that was only a bonus added to all the things it had going for it already.

Sure, it wouldn't have any weaknesses, but the Ghost/Poison typing only gives it one weakness anyway, and Psychic attacks really that commonly used? Ghost/Dark would make it not immune to Toxic, Spikes, Toxic Spikes, and Earthquake/Earth Power, so I think that's a fair tradeoff.

First of all he has four weaknesses: Ghost, Psychic, Dark, and Ground. Obviously Levitate gets rid of one so he really has three.
It's not just the Ghost/Dark that would make it broken, but Intimidate? Part of Gengar's drawbacks is that he's speedy but relatively frail. Intimidate would let him shut down Physical Pokemon. Add that to not having any weaknesses and it seems just a little bit stupid.

Don't know how I forgot about the Ghost and Dark weaknesses...
Ghost/Dark would just make more sense for Haunter and Gengar, but I don't expect GF will ever change their typing.
