You can bet that the Miller would not look out of place on the scumteam, rather than just being a 'shady, suspicious' character, and the potential GF is someone you wouldn't expect at all. Someone more familiar with Touhou can chime in here though, because my knowledge begins and ends with Mercs (and Drak power rankings). Drak's also right about the potential for 3rd parties, but it's not something I'd want to worry about until I have reason to. Either way, my gut instinct on flavor is to not buy it as a reasonable flavor with Yuyuko flipped, because I'm not drawing any connection between the two at all. I mean I'm not terribly familiar with the Fairy trio because I only read like two chapters of their manga and didn't like it, and as I said, never played the game but Well anyways, it's a miller claim, flavor meta be damned even though I just did a bit of it. My bigger problem with it is how relatively late it came.
