None of them have a English release. Almost all of them have an English patch. Alice is in Touhou 5, 7, 8 and 11.

If you legally buy the Japanese game, you should be able to patch it. If not, you could get a prepatched copy after buying it, which might as well be legal.

I have no idea what the legal status of the patches are. If you are using legal purchased copies of the games, I doubt anyone would actually care even if the patches were illegal.
