Fred is great, consistently one of the best sources of humor in the series (along with George). Dolores is a good villain, but that meant I hated her, so I'm not going to vote for her over a great character like Fred.

She does what she's supposed to far better than Fred. The twins are great, but they just don't leave you with the same lasting impression Umbridge does.

She's such a villain she literally has worn a horcrux on her for YEARS and it hasn't taken her over. For all purposes she's pretty much tamed it, or she's more vile than the Dark Lord himself.
(2)Fred Weasley Umbridge is a good villain -- but that's all she's really good at/for. She never really defends her positions, and that's partly because she doesn't seem to have any. I imagine that her to-do-list looks like this:
-Kiss up to the minister -Make Harry's life miserable -Kiss up to the minister some more -Make Harry's life more miserable -Tea -Make Harry's life more miserable -Undermine Albus Dumbledore -Practice Torture Techniques
She goes out of her way to make Harry's life miserable -- but sometimes it doesn't make much sense aside from... making his life miserable. It's the point of her character, but I don't feel that her justifications are always strong enough.
Ultimately, I think Fred is a better character. A mischievous prankster, who is reasonably talented, and pretty funny. "We'll send you a toilet!"
He's more enjoyable, and I feel he's stronger as a character. There's more behind him than just spite.
I'm gonna be honest here: Umbridge is probably the objectively correct vote here, but based on subjection there can be no other answer here. Fred freakin' Weasley. Between him and George, he gets 75% of the funny lines (George is alnost always playing the straight man) and around 60% of the dialogue. So he's the better of an awesome pair and he literally dies laughing. How great is that?
Plus, plot-wise it's Fred and George who first put Umbridge in her place (fireworks anyone?) if you want to vote that way.

I share similar sentiments to others-I should vote for Umbridge, but honestly, I hate her so much. No matter how good of a villain that may make her, I'm not voting her over Fred, one of the pair to most spectacularly undermine and humiliate her. Plus he's just an enjoyable character; the twins are great.

Kreacher saved the Horcrux in book 5. Dung looted the Horcrux in book 6. Umbridge caught Dung trying to hawk the horcrux in Knockturn Alley at some unknown time--took the horcrux rather than fine Dung.
I suppose it isn't exactly specified when this happens--I was under the impression that it happened after the ministry takeover, although glancing at the text that's not explicit. Certainly it happens after Umbridge leaves Hogwarts and recovers from her encounter with the Centaurs, which puts it at least early book 6, giving her about a year. On the other hand, if it happened post ministry takeover, then that would be a month.
I also suspect that if she had the locket early in book 6, though, that she would be wearing it, and it would have been mentioned in Dumbledore's funeral.

That's where we differ. Take Riddle's personality into account. The moment someone hides a Horcrux for him, he's not going to let them live.(The exception to that is Bellatrix.) I am under the impression the whole switcheroo, for lack of a better term happened awhile ago.
Both have quite a bit of screen time; I think Fred probably wins.
Neither one is especially deep or has significant character development; they're both mostly style and entertainment characters.
When they face each other in the books, Fred&George win.
And...frankly, I think as far as entertainment characters go, I think I like Fred's style of entertainment more than Umbridge's. Not only that, but there's more progression to him. He goes from this jokester, to a kid with a seemingly unreachable dream (making a joke shop) and then actually achieving that dream. Umbridge on the other hand is...in power with the ministry...and still in power with the ministry...and still in power with the ministry. Like...why didn't Scrimgeour fire her? Fudge I get, because he's incompetent. Thicknesse I get because he is a puppet for psychopaths. But why didn't Scrimgeour sack her? He was competent.

You want to get Harry Potter on your side. THE FIRST THING YOU WOULD DO IS FIRE DELORES UMBRIDGE. Did nobody at the ministry think "You know... this crazy old **** did some horrible things at school last year. Maybe we should throw her into Azkaban."
Instead you get.... "Oh Dolores told me you wanted to be an Auror!"
Harry should've been like "Did she also tell you how she forced several students to write with their own blood, tried to use the Cruciatus curse, and other horrible nasty things? STILL GOT HER ON YOUR PAYROLL HAVE YOU?!"
It's what makes Scrimgeour's character a big question mark for me. Does she have blackmail information on people in the ministry or something?
Hell, she admitted to sending dementors after a fifteen year old boy. But no, she's a model citizen. Instead of sending her to Azkaban, and claiming she's a death eater... they go after Stan Shunpike.
