Well, for me, nothing can top Sonic the Hedgehog 2. Everything about it, from the level design to the music, is some of the most fun I've ever had with a video game.
S&K and Sonic Generations come damn close, and adding Sonic 3 to S&K makes it better, but not better than Sonic 2.

Sure, the levels are larger and more "epic" in S&K, but the level design suffers due to the grandiosity, while every S3 level is a classic.
I'm inclined to disagree. Levels like Lava Reef Zone, Flying Battery, Sky Sanctuary, and Death Egg Zone really stuck with me more than Sonic 3's levels.
I separate them because A) they were released separately and I played them separately and B) I feel like I think it's fairer to each title to list them separately to show the gap in the two games' qualities.
In other words, I don't feel like letting Sonic 3 get a boost thanks to S&K greatness. Sonic 3 should be able to stand on it's own two feet with the big boys.

Then you might as well rank all three if you're going to do it that way because S3&K provides a new experience that the two games separately don't provide.
