Cole MacGrath is from the Infamous series. He has the ability to manipulate electricity in many varied different ways. Primarily Electrokinesis and Electromagnetism. Basically he can shoot lightning and throw stuff around while using lightning. This includes the rather generic lightning bolts out of his hands, creating shields using magnetism to stop physical objects from harming him, as well as create grenade-like blasts and an almost physical impact with his electricity. Cole has also gained an increased healing rate thanks to his powers and is more easily able to shrug off wounds because of it. In Infamous two he gains the power to more or less summon an electrical hurricane, to boot. He has his powers that he has at the end of the villainous ending of Infamous 2.
VERSUS
Soifon is a character from the manga and anime Bleach. She is the captain of the second division in Soul Society is a master of hand to hand combat, probably being the best hand to hand fighter in all of Soul Society. Soifon also enjoys a well-deserved reputation of being a master assassin, able to blend in with the environment exceptionally well along with the ability to move very quickly with shunpo, an almost-teleport fast movement technique. She is an able tactician as well, shown throughout the series to understand situations and devise tactics on the fly.
Soifon has two signature abilities in her Shikai and Bankai. Her Shikai transforms her sword into a gauntlet with a single stinger-like blade extending from her middle finger. When she stabs someone with this it introduces a toxin into their body that marks the body with a butterfly emblem. If this emblem is struck a second time the person’s body is consumed and they die instantly. Her bankai is basically a spiritual energy missile launcher. No, really, it’s a big golden missile launcher that explodes a very large area. She dislikes using her bankai unless absolutely required.

That's pretty much my initial thought but I didn't ever play the second game. Does he get significantly faster or something? Does anyone know?
Seems like a normal dude with maybe slightly above human reflexes and durability and can control lightning. Shooting lightning bolts would be good and all but she's probably too fast for someone with his level of reflexes to even get a lock on, and even if he could hit her I feel like she couldn't be taken out by a regular lightning bolt that easily.
Soifon unless someone wants to convince me he can avoid being tagged twice by a super speedster assassin.
Big thing that writeup misses is Infamous 2 Villain ending Cole has all the powers of The Beast. An idea on that:
-Can regenerate and reform himself from most anything. This includes initially being reduced to nothing in more or less a black hole caused by a ray sphere and later on, regenerating from a nuke hitting him directly.
-City-leveling blasts of energy that also drain all life energy out of anyone that's not a conduit, redistributing it to the nearest conduit.
-Telekinesis capable of lifting multiple objects hundreds of feet into the air at once, including people, cars, etc. without needing to concentrate on them. Makes trying to deal with him with melee a horrible idea.
-Can fly
-Can create a huge body of hardened magma over his human body, allowing him to be large as a building if he wants.
-Able to make some kind of black hole vortex, especially overlapping himself when regenerating. It's large enough to take out an entire construction site, reducing it to a crater when The Beast regen'd from the nuke.
Definitely fast, thanks to flight (and Infamous 2 Cole himself is capable of more or less outspeeding Spiderman, using an electricity tether to swing around like Spidey does his webs). In the ending, Beast Cole's capable of more or less leveling the world's armies with no real problem, taking down fighter jets midflight with a wave of a hand and all.
Can't see Soifon being able to do her stab when Cole can simply fly out of her reach (he easily prefers range to melee), keep his TK field up to keep her away, or do the black hole overlap.
Not to mention, city leveling blasts and able to regen from literal nukes no problem.

I've watched enough and seen the tons of arguments in MPFC's to know that you saying what Cole's doing is insignificant by their standards is BS. >_>
Unless you're saying the standard for Bleach is they're all able to survive nukes, fly, lift a parking lot of cars hundreds of feet into the air without a thought, wipe out humanity's armies as a squash match, level cities with their attacks, etc.
Hell, another thing The Beast does in the future is shatter the moon.

not 'insignificant', don't play with my words. but yeah, it's not really impressive. all of those things you are listing are in fact things that most of the worthwhile Bleach characters CAN do.
If I remember correctly the strongest move seen in Bleach the final Getsua (sp) Wasn't that things level of power only at the mountain busting range? Where's Cole as the beast as at the very least a walking City Buster but could very well be a planet buster since The Beast did shatter the moon in inFamous' future.

I say "arguably" because they never really display this power, it's just kind of circumstantial plus trying to compare the size of some attack one of them did that missed and hit way off in the distance and augh perspective in Bleach.
Cole sounds like he's out of Soi Fon's league regardless, though. The only question is "Can she just speedblitz him and kill him right away?" And the answer is "No" because she's a Bleach character and thus will spend forever dicking around first. <_<;

didn't beast cole have the ability to gain even more powers from other conduits / mutants or whatever (kind of like how cole did with one of his allies throughout infamous 2) or no.

so yeah if the only arguments for Cole are that he has the standard amount of damage output as someone Soifoin would regularly face, he can fly (spoilers; Bleach characters can fly too. they also stand or walk on air all the time.) then he's got a problem since he doesn't have anywhere near the speed to keep up with her and she can kill him in two shots

Well, The Beast can give and improve the powers of conduits, which he does to Cole before giving Cole all of his powers as well. His ray sphere blasts also boost his own powers, since he absorbs the life energy of everyone within the radius and redistributes it to all conduits (including himself, and the closer to the blast, the larger a share of energy you get).
Given Cole's how he is from like, the equivalent of one historic district of New York worth of lives taken into him from one ray sphere blast (followed up by blast cores that accelerated him more), The Beast is pretty likely monstrous since he triggered ray sphere blasts in more or less every city along the eastern coast, all the way to Louisiana, all of which had him at the center.
And then there's future Cole (Kessler) to take into account to. Given Cole's acceleration (one or two ray sphere blasts + blast cores) and Beast's power to unlock a conduit's powers, by all means he should have unlocked Kessler's powers by the end. Makes him even faster, since Kessler was capable of turning his entire body into electricity to cover distances instantly. Also had the wonky time travel power.

Bleach characters are shielded from all forms of damage by their spiritual pressure. the more you have the harder it is to actually deal direct damage to you. captain class (which is what Soifon is) is basically the highest you can go as a shinigami in terms of spiritual pressure without breaking the rules to get power from other sources (like vizards who have shinigami and hollow powers or stuff like that). strictly speaking, since they're ghosts, they shouldn't really be harmed by most other combatants in things like these but I think the general rule for MPFC type stuff is they just have their normal high durability that comes from their spiritual pressure but also have regular solid forms so they can actually fight against normal opponents.
it's hard to say what a lightning bolt would do since I don't think we see anything like that in Bleach. comparatively, based on the amount of damage a lightning bolt would do to something, my best guess would be that it wouldn't actually hurt her though.
mountain busting will rarely look as 'impressive' as city busting because a lot of mountains are smaller than cities.
that doesn't mean they aren't a lot more difficult to destroy however, as there's a lot of concentrated mass more than anything else. also a matter of terminology here in that city busting rarely tends to refer to just guys who leave a giant crater the size of a city in a single pop, but more of a 'clean wipe' of it. mountain busting doesn't have much to wipe besides the mountain. >_>;
but really, the end result is that it's much easier to wreck a city than it is a mountain due to how dense it is. yeah some exceptions exist - obviously a larger city vs. a small mountain won't be the same - but you'll usually find the case is that mountain busting > city busting.
from what i remember though soifon wasn't exactly with a tendency to wait anything out. bleach character yeah, but she prefers to immediately 2HKO if she can. partially because she hates popping out the bankai.

Wang, The Beast has destroyed the moon. Fair step above a mountain. City busting on him's city busting because there's nothing really all that defining outside of a city to state he destroyed too, it's easier to go by size. That, and the time at the end he does it, he's holding back so that he doesn't crush his newly made conduits, since he's essentially killing off the rest of humanity in favor of having only mutants. Even then, buries a good lot of them in the rubble of skyscrapers. >_>
Typically Cole doesn't wait things out either. And given he can sense people via his tons of radar powers between cole/beast, she's not gonna sneak up on him. Can also cover his body with magma like The Beast does, so any attempt to do the two shot kill thing's... you know, on something not living and probably able to burn her, and has a million AoE options.
I mean, unless you're going to argue she could stab the earth twice and that'd make it dissapear, the magma construct's a simple way to deal with her.

i don't know what's gone on with bleach ever since like... orihime was still kidnapped. think the last i was regularly tuned in was the '10 second' fight between ichigo and grimjow, from there something here and there but not much. like rocket bankai yeah okay, saw that. others are better than i am for her as a result. that said i don't think the magma thing would work just by virtue of half the cast not... really being alive. i mean they function like they are, but they're really spirits.
that said, the beast destroying the moon in the future, and i'm assuming in a different future at that, doesn't tell me much about the beast in his current state at the time cole absorbed him. like okay, he'll get to that point, but isn't at it right now either.

But the thing about The Beast is that one of his powers is that he's capable of unlocking the power of any conduit. If anything, the fact that he absorbed a ray sphere to accelerate himself in this timeline would make him get to that peak faster than the alternate timeline's way of naturally developing his powers.
Any case, he's pretty durable even without regen. The magma construct was able to keep his body completely unexposed for a couple days as he was taking out the entire east coast, being confronted by the US army in about every way they could possibly think of. And of course, surviving the nuke to regen from it.
Pretty sure The Beast can teleport too, Nightcrawler style.
