Usually the cop will tell you, or it will say "fixable" on the ticket, but even if it doesn't the Judge has the final say on whether to throw out the ticket.
Just plead No Contest and explain what happened. You'll be fine.
I'd be interested to see how they handle it, I think maybe they could revoke it, as it's better than a Rejected sticker. possibly. If you get a Reject and then pass it, probably not unless you can somehow hide the Reject.

It doesn't matter what anyone says in this topic because it literally varies with every jurisdiction. That said, it is definitely possible you can get it thrown out, so why not try? I mean might you not even have tried just based on what people in this topic said?

Never had to deal with inspections when I lived in New York. They're required annually of course, but we had the hookup with shady Russians who would just pass any car without actually inspecting anything.
Then we moved to Massachusetts and went to JiffyLube for an inspection and there was all these things wrong with it that we'd never bothered with for the last five years!

Maybe the core problem is here. How many ticket topics do you make, and maybe the fact that you're getting so many is an issue in itself.
This might be true. 2 tickets, not counting this one, in the span of 4 or 5 years is probably too much

Heh, I never even heard of this. California only has emissions inspections and that's only for old cars. Even still, we don't have to have any sort of sticker for that test.
