I think a lot of people have these--an antagonist from the series that they just don't like because the author does her job too well. When Fudge came up for a vote, a lot of people said "ugh, the guy is so incompetent" (which is kind-of the point). From my perspective, Vernon is just a big, dumb, uninteresting Muggle. He's not like Petunia, who years ago wanted to be a witch and then became very bitter when she couldn't, but was also secretly communicating with Dumbledore. In fact, he doesn't have an interesting backstory at all. He's not like Dudley, who had a redemption scene. He's not even like Dudley who had several spells cast on him and magical encounters. He's just a big dumb bitter guy with no reason to be bitter and no change of heart. There's not much about this character that interests me. Not that Rosmerta is much better, but she does get Imperiused and use coin communication, and before that it's noteworthy that Hogwarts teachers seem ok with sharing school gossip with her. It's not much, but Vernon just fails to register on my interest scale...

A character whom I'm not sure ever gets any lines against...probably the most hated villain in the series.

Another character whom I'm pretty sure doesn't get any lines against...an incredibly awesome character.
(2)Fred Weasley (15)Padma Patil
The lesser of the two Patil twins (the one sorted into Ravenclaw) against the greater of the two Weasly twins. I believe Padma's only relevant appearance is being Ron Weasly's date at the Yule Ball (and promptly being ignored by Ron). ...Yep, definitely Fred.
