I don't think that's the idea here, and if it were, we would only be using the most recent consoles to determine the answer to this. Most people are rightfully assuming we're talking about the library of each console during their lifetime. No one considers MGS3 a PS3 or 360 game, even if it's available on those platforms.

9/10 games? Well, I'm a strict sort, so I'll actually throw in with the Gamecube. It didn't have a lot of games, but it's top tier was just unbeatable that gen. Two great Zeldas, two great Metroids, Pikmin, Rogue Squadron, RE4, and so on. Plus, it shared quite a few of the top games with the PS2, like the Prince of Persia games.
SNES has a lot of good games but only a few of them reach up to 9 or 10 level.
