Because all he did was recognize a car and call the police. Generally, being heroic requires going beyond the standard call or succeeding where many others would fail through lack of resolve. A soldier who saves several comrades at great personal risk is a hero. A doctor who rejects a lucrative career to go treat orphans in Africa is a hero.

To put it another way, if he had recognized the car and not called the police, would we think he was just being normal? No, we would have considered him a scumbag. Merely doing what one has to do to not be a scumbag doesn't make one heroic, and using the term cheapens it.
