I'm fine counting Squirrelgate's vote - I don't think it's an alt (exactly the right amount of karma for when it was made) and I don't have the rule that barrel does about requiring a certain user level to vote.

No. He tries every once in a while despite the fact we've given him zero inclination that we're going to start accepting his votes. I told him on multiple occassions in barreldragon's Save My Water type Pokémon Contest that barrel did not allow users under the rank New User (3) [25] to vote and he did not respond. I recall getting pissed because I had already said it at least 4 times and received no response. For that I refuse to believe this guy is a real person without a trusted source to vouch otherwise.

Executive decision: Don't count Squirrelgate's votes.

RedRose did the exact same thing when I was running the type contests on the B/W social board. Despite me never counting those votes, that account still tried to vote every single day. And we see what happened with that account...
