It seems pretty clear that all of the answers are simply wrong. Assume the answer is 25%, if you pick a choice at random you have a 2/4=50% chance of getting the right answer, which contradicts the assumption that the answer is 25%. Assume the answer is 50%, if you pick a choice at random you have a 25% chance of getting the right answer, which contradicts the assumption that the answer is 50%. Same deal for 60%. Thus, all four listed answers are incorrect. I guess you could say the answer is 0%, since you'll never get the right answer with any of those four options.

See, the 25% are not the answers to the problem, but they are the probability of choosing one out of four things at random. You clearly do not have 25% of picking 25%. Put you do have 25% of choosing 50% which is the chance you have of choosing 25%.
