when I'm not the one driving?

First of all, I would rather have a conversation going than just sit there listening to the music which I usually don't like. And sometimes, silence is better.

I like to think I don't tell them obnoxiously but some of these guys act like they can't live without music and play the same Top 40 song on repeat or have the radio on so loud everyone has to repeat themselves if they want to be heard.

Anybody else deal with this stuff?

Telling someone to turn off the radio in their car because you don't like the music would probably get you kicked out of my car. If you don't like it then you can drive yourself. Now if it is to loud to even carry a conversation then asking to turn it down would be fine, but if it is that loud to start with whoever you are driving with probably doesn't want to talk to you in the first place.

Changing it and turning it off are situationally dependent requests. I am of the opinion that turning it down is almost always an acceptable request, however. Music should almost never takes precedence over conversation; if it's stifling conversation it should be turned down.
