I'm going with Jeopardy, with a close second to Millionaire.
I mean, yeah, you get more money on Millionaire, but you're in direct competition with people on Jeopardy, and can't spend 10 minutes mulling over a multiple choice question.

Also, on Millionaire there's a time limit on each question now: 15 seconds for the first five, 30 for 6-10 and 45 on the last ones except the million I think you get unlimited time.

It certainly didn't used to be like that. There were quite a few segments on the American show where a question took up nearly the whole 11 minute block, and there's a documentary about Charles Ingram (The guy who cheated his way to a million in the UK version) in which he's shown clearly to take several minutes at a time on each question to ensure he and his partner were on the same page.
