I fail to see the invalid comparison, but I hope your book is enjoyable.

Well there is the answer then. Legislation that requires Video Game Retailers to pay licensing fees to Developers for the right to redistribute their media.


And I assumed that the libraries had some type of fees but that didn't work for the argument.

There is. It's specifically to allow anyone to do so WITHOUT fees.

The idea being the license fee is paid exactly once per physical copy. If such a doctrine did not exist, every person that resold a copyrighted work would have to pay a fee to redistribute.

it's not very likely that you're going to go into a used bookstore to find a specific recent release and actually come out of the store with it, unless the used book store also carries new books. besides, used book stores are niche stores for enthusiasts. the customer that shops at a used book store buys more new books per year than most other customers.
