No, if the goalkeeper has the ball in their hands, they have free reign with the ball. Though you're also not supposed to hold it out in front of the opponent, so I assume that's the only reason she didn't get carded. >__>

Who knows. It was pretty stupid on both sides. I expected a yellow, too, but I don't really care that she didn't get one. No harm, no foul. Well, there was a foul, but you know what I mean.
