This topic got silly real quick.

I agree with TC. It too bothered me.

The vibe I got was that the 2D character on the box was from early in development and was never changed or updated since I remember seeing it in early promotional stuff. I didn't initially think that she was the same character in the game.

Yeah, dawg. The only thing they really have in common is the short jacket + bra combo. And even then, in-game Misty is wearing a corset instead of a bra.

Yeah, I can see it being an early design that they just never bothered updating. It always threw me off remembering that they're supposed to be the same person.
