Yeah I never thought about this so I'm gonna go with he's the well rounded fighter. Not the best at anything but better than the others at anything not their specialty.

He was just strong, albeit not as strong as Recoome or Ginyu.

It's basically understood that any of the four of them (not Guldo) could've absolutely bodied Goku and Vegeta combined on Earth at the end of the Saiyan Saga.

This. He was the most well rounded, next to Ginyu. Guldo was super weak with a broken ability. Recoome had strength but nothing else. Burter had speed and sorta strength but relied on the speed too much. Jeice was well rounded.

The power order appeared to be Ginyu > Jeice > Burter > Recoome > Guldo

I think was confirmed the purple horned guy was not Ginyu's original body, and nobody knows what his actual original body looked like.

This. We have no idea what Ginyu's original body was. It was heavily implied (maybe even confirmed, in the manga or extra material?) that his purple body was stolen, at some point in his life. It was his most used body, but not his original. The implication is that, for a long time, he never found anybody stronger than his purple body.

EDIT: The idea that the purple body isn't his is supported by the fact that Jeice appears completely unsurprised to see Ginyu use his body swap, as if he had seen it before.

That's not necessarily the case with most bodies. The reason Goku was a special circumstance is because so much of his power in the first half of Z came from the Kaioken. Without it, he was strong, but not ridiculous.

Without knowing how to do Kaioken, Goku's body wasn't all that special.

He could still only hit 23,000 with it, which is lower than Goku's base of 90,000.
Of course the real reason is that the story would've ended there if he could use that power right from the beginning.

Now if we are talking an ability that can be learned that's different. Like goku learning kaoiken. It's not a natural saying ability. But it's also not a trait any race just inherently posseses.

It's more or less that being able to control your power level is a legendary trait. Most are just always at full power all the time. Namekians also share the legendary trait.

Are we missing the point that the Main Character, Goku himself is an Alien that his race never showed power fluctuations other than transformation?
Vegeta after after staying on earth learns that emotion and bonds affect power level.
