Not that it's a bad thing for those getting paid, but it's just bad filmmaking and producing. Next, lets assume that it was the first really CGI heavy episode (transformation, extended sequences etc). It is not out of the realm of reality that the budget for what is half a movie for the movie level CGI would be pushing a production to $25 million considering the amount they spend on the movie CGI. All of the "creation" budget would have been pushed into this episode presumably, and thus future uses would probably be less as you had now built the assets. Is it excessive? Yes. Was there waste? Likely. Did it not necessarily appear to be good value for the money spent? Subjectively probably.
