I feel like this phrase popped up out of nowhere sometime in the last 5 years or so. Do they mean they want the person executed and buried? It just sounds like an odd thing to say but I keep seeing it more and more often

It's burying a life sentence prisoner in the prison graveyard, literally not even letting them out of prison when they die.

Maybe it regional, but that isn't new to me. So it just like an old saying. In the modern uses of it . People just makes s/he did something so bad, normal jail won't do.

I thought that was just an exaggerated phrase.

Like when someone says "Throw the entire bookshelf" as an upgrade to "Throw the book at them".

Send them to jail to die and be buried there, whether in terms of life sentence or death penalty being largely a matter of context.

Literally "imprison this person so thoroughly that even their corpse stays in jail."
