Never come across any of this 'bullying'. Is it something 12 year olds are doing? It just became a big problem more recently due to the SMS/RCS incompatibilities hurting features. Apple is aiming to fix it, atleast somewhat, by making it so features will still work amongst all iPhone users in the chat, they just wont apply to the Android user. It wont truly be fixed until either Apple adopts RCS, or Android goes back to SMS. Adopting RCS is probably still a ways off, though, to the unreliability and the cost.
