Could be a screwed up breed that the tongue is comparatively larger than other same sized breeds. Almost all breeds of dogs are fucked up one way or another nowadays.

Ever since I was a kid Ive always thought that all this dog breeding stuff was messed up.

Just look at some family trees and you will see some messed up lines existing.

And even aside from odd breeds, just animals in general can occasionally have odd quirks. A friend of mine used to have a cat that had a tongue that was too large, so it had a hard time ever pulling its tongue fully in. So it would always look like it was sticking its tongue out at you.
