I'm mainly playing on PC and sometimes my attacks are completely disabled. I can still move around and interact with the environment but I cannot use any of my skills nor can I normal attack. This gotta be a glitch as I don't see myself afflicted with any curse and no matter what I do, even waiting for minutes, I cannot start attacking again.
