... Yes, those would be a list of what people have commonly searched

When you type a URL or keyword in Google Chrome's address bar, a list of suggestions drop down. These suggestions are propagated from your browsing history and Chrome's predictive service. Entries that come from your browsing history can be individually deleted from the address bar or through your browsing history.

The predictive service would be using other people's searches in attempt to complete what you're about to type, based on what you have already typed.

Not sure what's so hard to understand about that.
