Honestly, leaving the cart at the register isn't that bad, especially if it's a smaller place and that's actually the most convenient place to sanitize it before returning it to the pile. It's the people that leave them in the middle of doorways or lying around the parking lot that are real garbage.

I wish more stores would require a deposit to get a cart like Aldi. You stick a quarter in the slot to unlock the cart; put the cart back and it returns your quarter.

We used to have those in our carts until a couple of years ago when they removed them for some reason(in pretty much every store in the country. I've always wondered why they did that.
